docs: match the design doc to the shipped vector pin and image dirs - #109

The version pinning example showed vector 0.48.0 with version_check strict. The chart ships 0.58.0 with warn, so the example now says that. The Dockerfile snippet created two directories. The image also creates /etc/dfe-transform-vector/transforms, so the snippet now does too.

docs/DESIGN.md disagreed with the chart and the Dockerfile in two places.
