The Profile projection job has been skipped on every run until now, because this repo could not mint a dfe-infra token. It can now, and the check fails on its first real run:

ModuleNotFoundError: No module named 'ruamel'

dfe-infra's scripts/composition.py reads apps.yaml with ruamel.yaml, and nothing in this job installs it.

  • The job now installs dfe-infra's own scripts/tests/requirements-ci.txt with --require-hashes before make check-profiles. Same pins and hashes dfe-infra's CI tests that code with, so the two repos cannot drift.
  • Every job moves from ubuntu-latest to ubuntu-24.04. The ubuntu-latest label moves to Ubuntu 26 from 2026-10-19 and every job here already prints that notice.

Done when this PR's own Profile projection job is green.

Unblocks #204, which is red on this job only.

The Profile projection job started running once this repo could mint a dfe-infra token, and it fails on the first run: dfe-infra's composition.py reads apps.yaml with ruamel.yaml, which nothing here installed. The job now installs dfe-infra's own hash-pinned scripts/tests/requirements-ci.txt before check-profiles.

Every job also moves off ubuntu-latest onto ubuntu-24.04, ahead of that label moving to Ubuntu 26 from 2026-10-19.
