[Frontend] Re-enable WalletConnect

Describe the bug
WalletConnect integration is currently disabled in governance frontend codebase. This prevents users from connecting their wallets via WalletConnect when interacting with the governance platform

To Reproduce
Steps to reproduce the behavior:

1. Go to the governance frontend website.
2. Click on 'Connect Wallet' button.
3. Look for the WalletConnect option.
4. See that the WalletConnect option is missing.

Expected behavior
Users should be able to select WalletConnect, scan the QR code or connect via their mobile wallet app, and successfully authenticate to interact with the governance platform.
