Project Pack

agentrc init creates:

• AGENTS.md for project-specific rules, stack, commands, and boundaries
• FEATURES.yaml for active feature scope and acceptance criteria
• PROGRESS.md for handoff notes, blockers, and exact restart point

FEATURES.yaml keeps feature state lightweight:
