nit: Restore the auth-change clause that the condensed bullet dropped (not blocking).

Suggested change
- Require `hotdata>=0.11,<0.12`, `hotdata-framework>=0.14.1,<0.15`, and
`hotdata-ibis>=0.6,<0.7` for `[ibis]`.
- Require `hotdata>=0.11,<0.12`, `hotdata-framework>=0.14.1,<0.15`, and
`hotdata-ibis>=0.6,<0.7` for `[ibis]`; hotdata 0.10+ sends the API token as
the bearer directly (no JWT key exchange).

The bullet no longer tells an upgrader how the client authenticates on the wire. The style note at CHANGELOG.md:12-13 keeps rationale for gotchas and version bumps. The suggestion fits the three-line cap.

- Diagnostic CLI retry defaults aligned with the destination's: `max_retries` 8
(was 5), `retry_backoff_seconds` 1.5 (was 1.0).
