Proposed change

Context: this is the last of 3 PRs to bring nobo_hub to Bronze quality scale.

  • Add quality_scale.yaml tracking all Bronze/Silver/Gold/Platinum rules).
  • Introduce NoboBaseEntity in a new entity.py and refactor the climate, select, and sensor platforms to inherit from it.
  • Add data_description to every config and options flow field in strings.json.
  • Extend the mock_setup_entry test fixture to populate entry.runtime_data so the real async_unload_entry doesn't trip during teardown.

No behavioural changes. Silver, Gold, and Platinum work will follow in subsequent PRs.
