Closes the TODO entry After 2026-08-16 by recording the measured storage rate.

Measured 2026-08-20 via du over production_radar_tiles (18 full Météo-France dates):

  • Météo-France: ~19.8 KiB/tile composited, ~216 MiB/day (avg ~180 frames/day, not the assumed 288), ~19 GiB plateau at RETENTION_DAYS=90.
  • RainViewer: ~8.5 KiB/tile, ~73 MiB/day (~6.4 GiB plateau) — the old TODO baseline (~38 MB/day, 4.3 KB/tile) was ~2× low.

Combined plateau ~25 GiB on a 213 GB filesystem → no capacity concern. The R5 (palette quantisation) decision stays bandwidth-driven; this only confirms its archive side.
