EOleException: Cannot start your application. The workgroup information file is missing or opened exclusively by another user(0x80040E4D)

The internet gives many reasons why this can happen.

• Does your database have a password?

• Do any other commands work on this databases? For instance "jet touch -f my.mdb"?

• Can you open this database with Access on that PC?

• Can you open other databases with jet tool on that PC?
