Objective
Migrate global package state to ~/.hasna/contracts
Audit open-contracts for legacy global dotdirs (for example ~/.contracts, ~/.open-contracts, or package-specific top-level dotdirs), migrate package-owned global state to ~/.hasna/contracts, update tests/docs/installers, and preserve only intentionally project-local dotdirs with documentation and tests.
