release: promote dev to main

Summary

Promote the current dev branch to main.

This includes:

• automated multi-architecture saola-cli release artifacts and OpenSaola dispatch
• explicit skopeo and docker image export formats
• richer Helm-compatible image discovery, including working named-template include

Verification

• make test
• make lint
• bash hack/release-metadata_test.sh
• verified the local tree matches github/dev
