How to install packages

Okay so I just hope that I'm not being annoying, this is my second issue I just released owo

My question is: how do I install packages? I see dpkg is installed as a package manager, though when I try to install a .deb package, for instance, fastfetch_2.40.4+dfsg-1_arm64.deb , I got this from https://packages.debian.org/trixie/arm64/fastfetch/download and when running
dpkg --install fastfetch_2.40.4+dfsg-1_arm64.deb , it just outputs dpkg: can't open '/var/lib/dpkg/status': No such file or directory

I don't think this is the package's fault, as this happens with every .deb package. This may be MY fault though, as I have no experience with using dpkg, really.

To recreate:

1. load any .deb package onto the device
2. run dpkg --install

Device:
Anbernic RG40XXV, using rockchip Allwinner h700 processor

This is not debian based so it can't install .deb file.
Instead you can download the binary and run it.

wget https://github.com/fastfetch-cli/fastfetch/releases/download/2.59.0/fastfetch-linux-aarch64.tar.gz
tar zxvf fastfetch-linux-aarch64.tar.gz
./fastfetch-linux-aarch64/usr/bin/fastfetch

Yes you can compile for target device (aarch64) like this:

A workaround to install .deb file with dpkg command (busybox's dpkg)

mkdir -p /var/lib/dpkg/info/
dpkg -i --force-depends fastfetch-linux-aarch64.deb

Also there used to be some script to resize the rootfs to be bigger, but I can't find it anymore... Did it get removed? or just moved?

Okay so I have no idea what is happening but suddenly it doesn't work anymore.
dpkg suddenly is just gone and I don't know why. The fastfetch package still works but I have no idea why dpkg is gone...
