Mirrors the tier5 stem renames of guluchen/DistQLDPC (branch
adopt/gh146-stern-and-ub-stems, PI decision 2026-10-23). Of the 17 renamed DistQLDPC stems only TN_360_4 ships here: TN_360_4_ge17 -> TN_360_4_17to24 (same matrices,git mv; byte-identical to DistQLDPC's renamed files).The upper bound 24 is a weight-24 nontrivial logical found by DistQLDPC's GH-146 finder and independently re-checked with a pure-Python GF(2) verifier (H e = 0, e not in the stabilizer row space); the lower bound 17 is unchanged.
Updated: data/README.md (tier5 row, naming example; the stale "DistQLDPC lists it as TN_360_4_24" note now describes the rename), NOTICE (rename note; older history kept), tables/TN_360_4_17to24.tex name and label, tables/appendix_benchmark_tables.tex, tests/test_repository_paths.py. No old name remains in the tree, so CI does not depend on it.
Do not merge until the PI confirms (together with the DistQLDPC PR).
