Axe 4.14 detects controls whose accessible names omit their visible labels. Include the history item’s displayed name in its action label and let operation and method pickers derive their names from visible content, with action hints for screen readers. Remove the older axe hold and update the matching assertions. Stacked on #4710.

Update the matched React and React DOM overrides to 19.3.1. Published React 18 and 19 peer ranges and the compiler’s React 18 output target remain unchanged.
