Problem being Addressed
Addresses the fork-choice spec-test harness deserialization issues and subsequent validation gaps faced in hive
lean-spec-tests-fork-choicebringing down the failure in the hive test to 18 once #124 is mergedImplemented on top of #124 PR
The changes to be reviewed in the PR is from cc18d23 commit only. In draft till #124 is merged
