SYS_SEED_FILE was built as os.path.join(SYS_CACHE, os.sep, ...), and the absolute os.sep component discarded SYS_CACHE, so on Windows it resolved to C:\resources\seed.json. It now resolves to <SYS_CACHE>\resources\seed.json. Tests confirm that an existing SYS seed file skips the disk lookup and the seed write. PiperOrigin-RevId: 1004338457

absolute os.sep component discarded SYS_CACHE, so on Windows it resolved to
C:\resources\seed.json. It now resolves to <SYS_CACHE>\resources\seed.json.
