googet: Prefer the machine-wide GooGetRoot value.

NewConfig now reads GooGetRoot from the machine-wide environment in the
registry, which only administrators can change, before the process
environment. If neither names an absolute directory, GooGetExe is empty,
so commands fail instead of running a googet.exe from the current directory.

registry: Add a GetString stub that returns an error on non-Windows
platforms, so that googet still builds there.
