A summary can contain a completed parallel mode and a failed sequential selector because independent mode records accumulate in the same file. The resume gate rejects the global partial status before examining the requested modes, so subsequent parallel-only runs repeatedly execute an already valid result while the unrequested sequential failure keeps the merged summary partial.
Allow partial summaries to reach the existing requested-mode and artifact-integrity checks. Completed requested modes can resume; failed requested modes still retry, and base-failed or malformed summaries remain excluded.
Validation uses real offline Demo execution with a selector that fails only for sequential selection. The baseline parallel-only retry executes again; fixed retries skip with unchanged executor and proposer counts. Explicitly requesting the failed sequential mode still retries and reports partial. Focused regression and all 6 native tests pass; whole Ruff, touched formatting, and diff checks pass under an OS network fence. No paid model/executor work.
