Built binary doesn't work for Windows 10

When the cloud-init runs C:\\ProgramData\\Laforge\\laforge.exe -service install, on a Windows 10 VM it returns the following error:
Program 'laforge.exe' failed to run: The specified executable is not a valid application for this OS platform.
