Deploy the
-distrolessimage tag in every region, which finishes the region-by-region rollout (s4s2 in #716, de in #720, us in #725).Stacked on #725; merge that one first and let it roll out to us cleanly before merging this.
The non-distroless image is still built and published, so a revert of this PR is enough to go back. Removing the Debian image stage and the build matrix comes in a follow-up.
