feat(gocd): Deploy to canary in de region - #723

Run the deploy-canary stage in de as well as us. #332 limited canary to us to drop it from single-tenant regions, which also dropped de. de already runs a canary deployment that the pipeline never updated. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
