ci: pull alpine runtime image from getsentry/image-mirror - #527

Docker Hub has been rate limiting and timing out anonymous pulls from GitHub-hosted runners. Use the GHCR copies from getsentry/image-mirror, pinned to the patch tag each floating tag resolved to. Co-Authored-By: Joshua Li <14209781+joshuarli@users.noreply.github.com>

build-multiplatform-image-ghcr-arm64has been failing on anonymous Docker Hub pulls (429 toomanyrequests) from GitHub-hosted runners.Depends on getsentry/image-mirror#37 being merged and synced.
Not included: the
tonistiigi/binfmtpull insidegetsentry/action-build-and-push-images. That's fixed in that action, and this repo will need a SHA bump once it merges.via @joshuarli.
