Add monitor view, cron create, env delete, and uptime monitor commands #1887
Description
Part of #1357 and #1382 (CLI parity with the MCP). Plan: cli-first-mcp task 2.5 (parity table, tasks).
Under the CLI-first plan the MCP runs CLI commands instead of its own catalog tools, so every catalog tool needs a command before the catalog can go. New commands call the API through @sentry/api operations. They don't wait for the client move (#1875).

monitor run --schedule upserts a cron monitor today, but it runs a child process, so it is hidden from the MCP. Agents need a plain create.
Pending MCP tool PRs for the same capabilities move here: #1837 (uptime through the detectors endpoint), #1846 and #1861 (create_monitor tool).
Done when
- The commands land with unit tests, and their parity-table rows in the design are ticked.
- Each command has a permission class and exposure (Add a permission class and an MCP exposure to every CLI command #1880), if that has landed.
