Snuba CI builds have been failing with 429s from anonymous Docker Hub pulls of python:3.13.12-slim-trixie on GitHub-hosted runners. Use the getsentry/image-mirror copy on GHCR instead. Co-Authored-By: Joshua Li <14209781+joshuarli@users.noreply.github.com>

mainwas still in progress when I opened this. Re-run CI once the GHCR tag exists and is publicly pullable.Notes
