Changes the production domain from roach-proxy.sentry.dev to roach-proxy.getsentry.net. The ops repo manages the getsentry.net zone, but it has no zone for sentry.dev.

The A record (136.69.81.163) is added in getsentry/ops#24232. This stays a draft until that record is live. After merge, run terraform apply -var-file=roach.tfvars in deploy/gcp/ so the managed TLS certificate and publicUrl use the new name.

The DNS record is in getsentry/ops#24232. There is no ops-managed
zone for sentry.dev.
