Adds library/python:3.13.17-slim-trixie (amd64 + arm64) so sentry, getsentry, and snuba can move their build images from 3.13.15 to 3.13.17 via ghcr.io/getsentry/image-mirror-library-python:3.13.17-slim-trixie.

Digests were resolved with the same logic as main.py update; only this entry is added, other entries are left as-is.

Moves `.python-version`, the `setup-sentry` default, and the self-hosted
build image to Python 3.13.17.

The self-hosted image now copies the `uv` binary from
`ghcr.io/astral-sh/uv:0.13.5` (pinned by digest) instead of
bootstrapping it with `pip install`.

pip stays in `/.venv` here on purpose: getsentry/self-hosted's
`sentry/Dockerfile` and users' `enhance-image.sh` run `pip install`
against this image to add plugins, so dropping it would break those
installs. getsentry and snuba drop it.

The distroless stage moves to `dhi-mirror/python:3.13.16-debian13`,
since DHI has not published 3.13.17 yet. Patch releases share the ABI,
so the 3.13.17-built venv runs fine on it. Bump it again once DHI ships
3.13.17.

Draft until getsentry/image-mirror#42 merges and
`image-mirror-library-python:3.13.17-slim-trixie` is on ghcr.io.

Moves `.python-version` and the build image to Python 3.13.17.

The build image now copies `uv` and `uvx` from
`ghcr.io/astral-sh/uv:0.13.5` (pinned by digest) instead of installing
an unpinned `uv` with pip. 0.13.5 is the current latest, so the uv
version does not change. `/.venv` is now created with `--without-pip`,
and the unused `PIP_*` env vars are gone. Every install already goes
through `uv sync` / `uv pip`, and `uvx maturin` covers the Rust wheel
build.

The runtime images stay on the floating
`dhi-mirror/python:3.13-debian13`. They pick up 3.13.17 once DHI
publishes it (it's at 3.13.16 today).

Draft until getsentry/image-mirror#42 merges and
`image-mirror-library-python:3.13.17-slim-trixie` is on ghcr.io.
