What

• Bump the webdriver service image from yeagerai/genlayer-genvm-webdriver:0.0.9 to 0.0.12

Why

• E2E runner images now bake only webdriver 0.0.12; 0.0.9 was dropped. The E2E Studio build step was dead on every Studio image cache miss because it still required 0.0.9 to be baked; that is fixed on the genlayer-e2e side (genlayerlabs/genlayer-e2e#799), after which Studio still pulls 0.0.9 from Docker Hub at runtime
• With 0.0.12 Studio uses the image the runners already have, so E2E no longer pulls webdriver from Docker Hub (rate limits were the reason runner images moved to 0.0.12)

Testing done

• None locally; Studio compatibility with webdriver 0.0.12 is to be confirmed by this PR's E2E run (needs genlayer-e2e#799 merged first)

Decisions made

• Targets v0.123-dev, the line E2E builds; main still pins 0.0.9 and can follow the same way
