修复公开 stdio 产品合同与 Release 首用配置入口，补齐产品文档和公开 CI 合同。配置入口改为安装根常驻、由 active.json 解析，升级或回滚到较早版本也可用；data 根中的用户配置不被覆盖。验证：40 项定向测试、公开包/隐私边界检查、候选 stdio 22 工具，以及隔离 a4 -> a5 -> 配置 -> a4 回滚验收均通过。候选 ZIP SHA-256：51c6da20c76b7bd9adb33d808118f62afeddcacbaf2e37e7713e56c2dcf9bbb6。
