상태줄에 ' · '가 있고 바로 다음 줄이 단축키 안내('? for shortcuts' 포함)일 때만 한 줄 더 허용한다.
셋째 글 줄이나 안내 문구가 아닌 둘째 줄은 계속 미제출 입력으로 거부한다.

codex-cli 0.163.0부터 빈 입력창 아래 바닥글이 두 줄이라 checkEmptyInput이 빈 입력을 미제출 입력으로 거부했다. 카드 발령과 감시 알림이 막혔다.
