Fix Android SDK setup action

Description

Update all six Android jobs to android-actions/setup-android v4.0.4.

The existing v4.0.1 action defaults to installing the deprecated Android SDK tools package. Google no longer serves that package, so every Android job stops during SDK setup with Failed to find package "tools" before template builds begin. v4.0.4 removes tools from the default package list and installs only platform-tools.

Upstream evidence

• v4.0.1 action.yml defaults packages to tools platform-tools.
• The removal was made in the fixing commit and released as v4.0.2, whose release note identifies it as the fix for the removed tools package.
• v4.0.4 action.yml defaults packages to only platform-tools.
• The full v4.0.1 to v4.0.4 comparison shows the fix is included. v4.0.4 was selected because it contains the v4.0.2 fix and is the newest patch release in the same major version.

Testing

• actionlint passed with the known org-specific forcedotcom-ubuntu runner label ignored.
• Verified exactly six v4.0.4 pins and no remaining v4.0.1 setup-android references.
• git diff --check passed.

The full Android template builds require the org-scoped forcedotcom-ubuntu runners and will run in this PR.
