NO-ISSUE: Switch UI images from flightctl-base to ubi-micro - #882
Migrate the flightctl-ui runtime images off quay.io/flightctl/flightctl-base (ubi 9.7/10.1, carrying CVEs) to ubi-micro on the current 9.8/10.2 streams — the same approach used by the main flightctl services.
The runtime stage runs a FIPS-enabled Go proxy (CGO_ENABLED=1, GOEXPERIMENT=strictfipsruntime), which needs openssl-libs (RPM-installed, for FIPS policy setup) and tzdata. These are installed into a /runtime-root installroot during the proxy-build stage and copied into the final image.
Changes
packaging/images/el9/Containerfile, el9/Containerfile.ocp, el10/Containerfile, el10/Containerfile.ocp: runtime base flightctl-base → ubi-micro (9.8-1793860449 / 10.2-1793858790), with /runtime-root carrying openssl-libs+tzdata.
Build-only nodejs-22-minimal and go-toolset stages (already pinned) are unchanged — they are not shipped.
Verification
podman build of the el9 standalone image (identical pattern, built on the release branches) succeeds; runtime image ships libssl/libcrypto + tzdata, the proxy binary, and the UI dist/ on RHEL 9.8.
This change affects packaging/ container builds. It updates the four EL9 and EL10 standalone and OCP Containerfiles.
Each final stage now uses the matching UBI Micro image. Each proxy-build stage installs openssl-libs and tzdata into /runtime-root, with weak dependencies and documentation omitted, then copies that root into the final image. The Go build and UI distribution copy steps remain unchanged.
The change does not modify shared UI components, platform-specific app code, the Go auth proxy source, E2E tests, or CI configuration. It applies to both standalone and OCP container builds. The supplied evidence does not establish completed build or test results.
Risk classification
Applied risk label and labeling criteria: not available. The supplied evidence does not include a risk label or the labeling instructions. No classification can be confirmed.
Migrate the flightctl-ui runtime images off quay.io/flightctl/flightctl-base
(ubi 9.7/10.1, carrying CVEs) to ubi-micro. The runtime runs a FIPS-enabled Go
proxy (CGO_ENABLED=1, strictfipsruntime), so openssl-libs and tzdata are
installed into /runtime-root in the proxy-build stage and copied into the final
image.
- el9/el10 Containerfile and Containerfile.ocp runtime base -> ubi-micro
(9.8-1793860449 / 10.2-1793858790).
The EL9 and EL10 container definitions now stage openssl-libs and tzdata in /runtime-root. Their final stages use UBI Micro images and copy the staged runtime files into the image root.
Each build stage installs openssl-libs and tzdata into /runtime-root, disables weak dependencies, omits documentation, and cleans the install root.
Use UBI Micro final images packaging/images/el9/Containerfile, packaging/images/el9/Containerfile.ocp, packaging/images/el10/Containerfile, packaging/images/el10/Containerfile.ocp
Each final stage changes to a UBI Micro image and copies /runtime-root into /.
The migrated images run the proxy as root, which violates the repository's container-security requirement. The copy of the staged runtime root may also hide base-image packages from vulnerability scanners. Both should be addressed or explicitly accepted before merge.

Full details: Title check
Explanation
The title clearly identifies the main change: replacing flightctl-base with ubi-micro. The term “UI images” is narrower than the full runtime image scope, but the title remains related and understandable.
Full details: Docstring Coverage
Explanation
No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. (4 skipped: 4 unsupported.)
Full details: No-Hardcoded-Secrets
Explanation
PASS: The pull request adds only package-install commands, UBI Micro image references, and runtime-root copies in the four Containerfiles. Scans of added lines found no API keys, tokens, passwords, private keys, embedded URL credentials, or base64-like strings over 32 characters. No secret-like variable assignments were found.
Full details: No-Weak-Crypto
Explanation
PASS. The pull request changes only Containerfiles: it installs openssl-libs and tzdata, switches to UBI Micro, and copies the runtime root. The added lines contain no MD5, SHA1, DES, RC4, 3DES, Blowfish, ECB usage, custom cryptography, or secret/token comparisons. The crypto-related openssl-libs entry provides a runtime library; it is not weak-crypto usage.
Full details: No-Injection-Vectors
Explanation
PASS. The pull request changes only four Containerfiles. Added lines install openssl-libs and tzdata, clean /runtime-root, select UBI Micro, and copy runtime files. No added or changed code uses eval/exec, dangerouslySetInnerHTML, os.system, exec.Command, or yaml.load. Therefore, no specified injection vector is introduced.
Full details: Container-Privileges
Explanation
No prohibited privilege setting is introduced. The four changed Containerfiles contain no privileged mode, host namespace, SYS_ADMIN capability, or allowPrivilegeEscalation setting. USER root and USER 0 apply only to build stages; USER 0 was already present and supports the added package installation. The final runtime stages do not add a root USER directive.
Full details: No-Sensitive-Data-In-Logs
Explanation
PASS. The pull request changes only four Containerfiles. The added commands install openssl-libs and tzdata, clean the install root, and copy runtime files into UBI Micro. No logging statements or log output changes were introduced, so the pull request does not expose passwords, tokens, API keys, PII, session IDs, internal hostnames, or customer data in logs.
Full details: Resource-Leaks
Explanation
The pull request changes only four Containerfiles. It does not modify any Go file under proxy/, and the patch contains no new file, HTTP body, network connection, or goroutine operations. Therefore, it introduces no resource leak covered by this check.
Full details: Unchecked-Errors
Explanation
The unchecked-errors check applies to Go files under proxy/. The changed-file inventory for the reviewed range (refs/coderabbit/pre-merge-check/base..head) lists only four files, all Containerfiles: packaging/images/el9/Containerfile, el9/Containerfile.ocp, el10/Containerfile, and el10/Containerfile.ocp. No .go file and no file under proxy/ changed. A Go-path-filtered diff returned nothing. The PR therefore cannot introduce any ignored or swallowed error return in proxy/. The check is inapplicable to this change, so it passes. Pre-existing Go code is outside the PR's causal scope.

Set a non-root USER in the final stage of all four Containerfiles.
The final stage of each file sets no USER. The USER root and USER 0 lines appear only in the ui-build and proxy-build stages. UBI Micro is a scratch-based image, and an image without a configured user runs as UID 0. The proxy therefore runs as root inside the container, so a compromised proxy gains root privileges in the container.
The path instructions require USER non-root for these files.
Add a numeric non-root USER as the last instruction of the final stage in packaging/images/el9/Containerfile, packaging/images/el9/Containerfile.ocp, packaging/images/el10/Containerfile, and packaging/images/el10/Containerfile.ocp. Confirm that the chosen UID can read the copied /runtime-root files and bind the port the proxy listens on.

Copying /runtime-root can replace the base image's RPM database.
proxy-build creates /runtime-root with dnf --installroot, so that tree carries an RPM database that lists only openssl-libs, tzdata, and their dependencies. COPY --from=proxy-build /runtime-root/ / then overwrites any same-path database file in ubi-micro. Packages present only in the base image can lose their RPM records while their files remain. RPM-based vulnerability scanners may then report an incomplete package inventory, which weakens the image's vulnerability assessment.
The risk depends on both images storing the database at the same path. That is likely for two UBI 9 images, but this review did not inspect the base image.
Build the runtime root from the base image's filesystem so the base RPM records are preserved. For example, seed the install root from the exact ubi-micro image before the dnf step, then copy the result into the final stage. Check that the final image lists the base packages with rpm -qa or an equivalent scanner pass before merging. Apply the same change to the other EL9 and EL10 Containerfiles if they use the same copy pattern.
