Add firestore-rules-author subagent and firestore_rules_creation skill.

  • Move the Firestore security rules subagent from github.com/firebase/agent-skills
    into google3/third_party/firebase/agent_skills/agents/firestore-rules-author.md.
  • Extract Firestore security rules into a standalone skill (firestore_rules_creation).
  • Update firebase_firestore skill references to point to the new skill.
  • Update update_jetski_plugin.py to bundle agents into the plugin archive.
