docs: say that stack update ships in 0.4.0-rc.1 - #190

The admin guide and the operator notes named v0.3.0-beta.4 as the first release with `./stack update`. That release was never tagged: the update command shipped in v0.4.0-rc.1. The examples now move between the 0.4 release candidates, and the by-hand steps go from v0.3.0-beta.3 to v0.4.0-rc.1.
