fix(infra): build the Caddy image with pinned DNS plugins - #186

`./stack up infra` failed to build its Caddy image: xcaddy takes each DNS plugin's newest release, and `caddy-dns/hetzner/v2` v2.0.0 and later require Caddy 2.11.2, while the image was built on the 2.10 line. Build on the Caddy 2.11 line and pin the plugins (hetzner v2.0.1, cloudflare v0.2.4), so a plugin release cannot break the build again.
