Give the boot translations sync more time - #12017

The boot sync's git pull can take more than 180 seconds on EFS, and the timeout then kills it part way through. That leaves files behind which block later pulls. Raise the timeout to 360 seconds, which still fits inside the ECS health check grace period of 600 seconds. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The translations sync that runs when a webserver boots is wrapped in a 180 second timeout. A git pull that changes many files can take longer than that on EFS, and the timeout then kills it part way through (EXERCISM-RAILS-195). The files it has already written block every later pull until the checkout is repaired.
This raises the timeout to 360 seconds. The pull still runs on boot, and the limit stays well inside the ECS health check grace period of 600 seconds. The comment above the command now explains the choice.
