Wraps PopupControl so mods can show message and yes/no popups without building their own UI. Follows the Manager/IPopupControl adapter pattern used by PerkManager/ItemManager, with a DebugNoLoadPopupControl sentinel for tests. Wired into HAMHMod.Load() subsystem init.
