Adds an optional section to ci-load-report: private-repo Actions minutes this month against the 3,000 included, amount billed, and top repos. Needs GH_BILLING_PAT in /etc/ci-load-report.env (installed on ger3; test email verified). Public repos are excluded because their minutes are free.
