fix(secrets): return 403 when a tenant writes a tenant-agnostic secret - #9052
Fixes#8759. Updating, revoking, deleting or rotating a tenant-agnostic (*) secret from a named tenant now returns 403 with the reason. Before, update, revoke and delete returned 500, and rotate returned 400.

Description
Problem
A secret with TenantId = "*" is visible from every tenant, but TenantVisibility.CanReplaceOwnedRow only lets the * context change it. The EF Core, File and InMemory repositories enforce that rule on save and throw InvalidOperationException("A secret named '...' belongs to another tenant."). Only the rotate endpoint caught it, and it caught every InvalidOperationException as 400. Update, revoke and delete did not catch it, so the request failed with 500.
Solution
The ownership rule stays where it is, in the repositories, so all four write paths use the same check. What changes is how its failure is reported:
The repositories throw SecretTenantOwnershipException (new, in Elsa.Secrets.Exceptions) with the same message. It derives from InvalidOperationException, so code that catches InvalidOperationException today, such as the create endpoint and DefaultSecretManager.TestAsync, still catches it.
The update, revoke, delete and rotate endpoints catch it and return 403 with the message as the error. Rotate's other InvalidOperationExceptions, such as rotating a revoked secret or an invalid value, still return 400.
Why a new type: the endpoints need to tell this case apart from the other InvalidOperationExceptions the manager throws, and matching on the message would be fragile. The type is public because the EF Core repository lives in another assembly, and a custom ISecretRepository can throw it too.
Why 403 and not 409: the request is refused because of the caller's tenant, not because of the secret's state. 403 is also what the Secrets API already returns for a write without the permission, and the Blazor Studio shows its permission guidance for a 403 instead of the raw status text.
docs/migrations/secrets-tenancy.md now says that only the * context can change an agnostic secret and that other tenants get 403. Elsa.Secrets gets InternalsVisibleTo for its unit tests, as Elsa.Labels and Elsa.UserTasks do, because the endpoints are internal.
As agreed in the issue, there is no host middleware, and the 500s for display names or scopes longer than 200 characters are left for a separate change.
Verification
AgnosticSecretWriteEndpointsTests in Elsa.Secrets.UnitTests creates a * secret, switches to tenant-a, and calls each of the update, revoke, delete and rotate endpoints with the real DefaultSecretManager and InMemorySecretRepository. It checks for a 403 status and the "belongs to another tenant" error. On main all four cases fail: update, revoke and delete throw InvalidOperationException out of the endpoint, and rotate returns 400. The existing repository tests now expect SecretTenantOwnershipException.
Steps:
dotnet test core/test/unit/Elsa.Secrets.UnitTests/Elsa.Secrets.UnitTests.csproj
dotnet test core/test/integration/Elsa.Secrets.Api.IntegrationTests/Elsa.Secrets.Api.IntegrationTests.csproj
dotnet build core/src/modules/Elsa.Secrets/Elsa.Secrets.csproj and core/src/modules/Elsa.Secrets.Persistence.EFCore/Elsa.Secrets.Persistence.EFCore.csproj (net8.0, net9.0, net10.0)
Expected outcome: all tests pass (148 in Elsa.Secrets.UnitTests, 22 in Elsa.Secrets.Api.IntegrationTests), and both projects build for all three target frameworks.

Bug Fixes
Tenant-agnostic secrets remain readable across tenants, but only the * context can update, rotate, revoke, or delete them. Attempts to change these secrets from another tenant now return HTTP 403.
A secret with TenantId "*" is visible from every tenant, but the
repositories only let the "*" context change it. Their "belongs to
another tenant" InvalidOperationException escaped the update, revoke
and delete endpoints as a 500, and rotate returned it as a 400.
The repositories now throw SecretTenantOwnershipException, which
derives from InvalidOperationException, and the update, revoke, delete
and rotate endpoints all return it as a 403 with its message.

Walkthrough
Tenant-ownership failures for writes to tenant-agnostic secrets now use a dedicated exception. The update, revoke, delete, and rotate endpoints return HTTP 403 when they catch this exception.
The repositories throw SecretTenantOwnershipException when ownership checks reject writes. Repository tests expect the new exception instead of InvalidOperationException. The project grants its unit tests access to internal members.
Endpoint responses and validation core/src/modules/Elsa.Secrets/Endpoints/Secrets/*/Endpoint.cs, core/test/unit/Elsa.Secrets.UnitTests/AgnosticSecretWriteEndpointsTests.cs, core/docs/migrations/secrets-tenancy.md
The update, revoke, delete, and rotate endpoints return HTTP 403 with the ownership message. Tests cover those operations against an agnostic secret from another tenant. The migration documentation describes the write rule.
The documented restriction now distinguishes multitenancy-enabled deployments. No identified issue prevents merging after normal checks.

Full details: Linked Issues check
Explanation
Issue #8759 requires a clear client error for cross-tenant update, revoke, and delete operations on tenant-agnostic secrets. The PR introduces SecretTenantOwnershipException, maps the three endpoints to HTTP 403 with the ownership message, and preserves the existing rotate behavior for other InvalidOperationException cases. AgnosticSecretWriteEndpointsTests covers update, revoke, delete, and rotate. Repository tests cover the new exception.

Elsa 3 Code Review: REQUEST_CHANGES + HIGH @ dce1afd
Code Review, Round 1/6
Thanks for the fix. The code change is correct, and locally Elsa.Secrets.UnitTests passes at this head (148/148). Only one docs sentence needs changing before this can be approved.
Required
In core/docs/migrations/secrets-tenancy.md (lines 40-41), scope the new 403 rule to multitenancy. All three repositories only enforce CanReplace / CanReplaceOwnedRow when TenantsOptions.IsEnabled is true (!tenancyEnabled || ...). With multitenancy disabled, a write from any context still replaces the * secret, so the sentence as written is unconditionally wrong for that configuration. The next paragraph already starts with "When multitenancy is enabled", so for example: "When multitenancy is enabled, only the * context can change them: updating, rotating, revoking or deleting one from a named tenant context returns 403." This is the same point as the open CodeRabbit thread.
What I checked (no changes needed)
Behaviour: a named tenant can see a * secret but cannot replace it. In all three repositories (EF Core, File, InMemory), that ownership check now throws SecretTenantOwnershipException. Update, Revoke and Delete map it to 403 instead of letting it escape as a 500. Rotate catches it before the general InvalidOperationException handler. The compiler enforces that order (CS0160), so the other rotate failures (revoked secret, failed rotation validation, read-only store) still return 400. Secrets owned by other named tenants stay invisible and still return 404.
Compatibility: the new type is additive, so it is fine for a 3.x minor. It derives from InvalidOperationException and keeps the exact message, so existing catch (InvalidOperationException) callers (including Create) and the existing message assertions behave as before. The Elsa.Secrets.Exceptions namespace follows the <Module>/Exceptions pattern used in Common, Http, Workflows.Core and others.
403 vs 409: 403 is the right status. The caller can see the resource but is not allowed to modify it from this tenant, and retrying will not resolve it, which is what 409 would suggest.
InternalsVisibleTo: this is needed because the endpoints are internal. It matches the existing pattern in Labels, UserTasks and Workflows.Management, so it is fine.
Maintainability: the ownership rules were already shared (TenantVisibility.CanReplaceOwnedRow and SecretRepositoryTenant.CanReplace). The new exception now also centralizes the message, so nothing new is duplicated across the repositories.
Tests: the repository tests cover InMemory and File (ForEachRepositoryAsync) as well as EF Core. The new endpoint theory covers all four write endpoints.
Optional follow-ups (not needed for this PR)
DefaultSecretManager.RotateAsync and DeleteAsync run store side effects (store.WriteAsync and store.DeleteAsync) before repository.SaveAsync does the ownership check. This was already the case before this PR, and the built-in stores only change the cloned entity, so nothing is persisted when the write is rejected. A custom ISecretStore backed by an external vault, however, would act before the request gets its 403. A small follow-up could check write ownership in the manager before any store call.
It would be nice to add one endpoint test where rotating a revoked secret still returns 400. You could also assert that the * secret is unchanged after a rejected delete or revoke.
[Medium impact] Safe to merge within the reviewed scope: the endpoints return the intended ownership-denial responses, and the repositories retain their tenant ownership protections.
Summary
This PR returns 403 with the ownership error when another tenant tries to change a shared secret.
Writes from named tenants now get a clear refusal for shared secrets.
No actionable issues found. HTTP checks confirmed that all four shared-secret write operations return 403 with the ownership reason, while ordinary rotation errors remain 400 and missing-secret writes remain 404. Repository checks confirmed that EF Core, File and InMemory reject unauthorized replacements without changing stored secrets. The focused head checks passed: 41 unit/repository cases and 7 integration cases, plus 18 additional repository scenarios.
Acknowledged scope: wleeaf explicitly deferred the 500 responses for display names or scopes longer than 200 characters to a separate change and stated that host middleware is intentionally excluded.
The reviewed changes are safe to merge.

Thanks for the quick fix. The only new commit since round 1 (840ce1a9) changes nothing outside core/docs/migrations/secrets-tenancy.md.
Round 1 item: resolved
The doc now says agnostic secrets are visible from every tenant context and that the 403 rule applies only when multitenancy is enabled. That matches the code: all three repositories run the ownership check only when TenantsOptions.IsEnabled is true. The wording also matches the "When multitenancy is enabled" paragraph that follows it.
Other checks
No source or test files changed, so the round 1 code review still applies as written.
The CodeRabbit thread is addressed. Greptile reported no actionable issues at this head.
CI and license/cla are green on this exact head.
The two optional follow-ups from round 1 (checking ownership before store side effects in rotate/delete, and the extra rotate-400 / unchanged-secret tests) are still welcome as a separate change. They are not required here.
