Possible to circumvent prohibition on copy/linking files into trash

What Happened?

It is possible to create a copy of a file inside trash in two ways:

• Trash a folder and copy the file into the folder
• Navigate to ~/.local/Trash/files and copy file there

Expected Behavior

It should only be possible to move files into trash.

It is unclear to what lengths it is worth going to stop this. The worst that has happened so far is that a copied trashed file cannot be restored and must be deleted.
