Outcome

Finalize the hermetic provider kit as an immutable, redistribution-safe, offline-capable test package; publish its complete behavior and requirement evidence; and hand the completed FLO-Q03 evidence into the roadmap.

Scope

• Document the immutable package layout and exact offline build/run workflow.
• Document manifest/lock finalization, licensing, redistribution, and checksum verification.
• Publish the closed behavior catalog spanning [FLO-13.2a] Establish the immutable hermetic provider package and success path #44, [FLO-13.2b] Exercise bounded provider lifecycle and protocol outcomes #45, [FLO-13.2c.1] Reject missing, extra, and partial physical artifact outcomes #56, and [FLO-13.2c.2] Reject corrupt, changed, stale, and contradictory artifact evidence #57.
• Publish the single- and multi-provider fixture identity, order, artifact handoff, and non-claims from [FLO-13.2c.3] Execute deterministic single- and multi-provider composition fixtures #58.
• Build a requirement-to-test matrix covering every parent [FLO-13.2] Build the hermetic orchestration provider kit #29 acceptance criterion.
• Name any residual gaps honestly.
• Update integration indexes, the roadmap evidence handoff, [FLO-13.2c] Complete artifact adversaries, graph fixtures, and kit documentation #46, and parent [FLO-13.2] Build the hermetic orchestration provider kit #29.

Acceptance criteria

• Package layout, offline build/run steps, manifest/lock finalization, redistribution/license terms, and checksum verification are complete and reproducible.
• The behavior catalog names every trigger, owning boundary, exact outcome, and promotion result.
• The requirement-to-test matrix maps every [FLO-13.2] Build the hermetic orchestration provider kit #29 criterion to exact tests and documentation and identifies residual gaps.
• Graph ordering, provider identity, artifact handoff, deterministic evidence, and all scheduler/retry/resume non-claims are explicit.
• Integration indexes and FLO-Q03 roadmap evidence point to the completed package.
• [FLO-13.2c] Complete artifact adversaries, graph fixtures, and kit documentation #46 and [FLO-13.2] Build the hermetic orchestration provider kit #29 close only after all four checkpoints are merged and default-branch CI is green.
• [FLO-13.3] Prove compatibility, artifact, and provider-failure scenarios #30 is left with an exact unblocked handoff.
• Rust 1.85, stable Rust, package checks, documentation checks, and all repository validators pass.

Non-goals

• Production holon adapters.
• A public Flow CLI or durable run engine.
• Real provider algorithms.
• New sandbox, authenticity, signing, or transparency claims.

Implementation is complete in draft PR #60 at d3f6e49fbf8526ad8a109cfdf2e3aa9f926044af.

Fresh PR CI run #46 is fully green on repository validators, Rust 1.85, and stable: rustfmt, clippy with warnings denied, all-target tests, Rustdoc, examples, and package verification.

The checkpoint now provides the exact package layouts and offline finalization flow, digest correlation/tamper evidence, complete behavior-to-test catalog, all seven parent #29 acceptance mappings, composition handoff/nonclaims, residual gaps, roadmap/index updates, and the conditional #30 handoff. This issue is intentionally left open for PR #60 to close on merge.
