build: move workflows off retired ubuntu-20.04 runner - #117

GitHub retired the ubuntu-20.04 runner image, so CI and PyPI publish jobs sit in the queue and never start. Move them to ubuntu-latest and update checkout and setup-python to v7. Also build the package on PRs that touch packaging, with the PyPI upload limited to tag pushes, so publish changes can be tested before a release. GitHub retired the
