Add CI and GitHub Pages deploy workflows - #1

CI runs typecheck, unit tests, and the Playwright e2e suite on every push and PR. Deploy builds the web app with a GitHub Pages base path and publishes it via actions/deploy-pages on push to main. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
