…otes. Align swagger.js with v3.8.0, use edgelet wording in package metadata, and point .env.example at the full env reference.
NOTICE remains the sole attribution source; script files no longer carry duplicate license blocks.
Drop scoped-package Dockerfile.dev/Dockerfile.rel and logrotate.conf now that container distribution uses the main Dockerfile only.
Lock node:24-bookworm and ubi9/nodejs-24-minimal to fixed SHAs across console-builder, builder, and runtime stages.
Introduce reusable quality checks, SHA-pinned actions, build-only Docker on integration branches, and tag-only image publish with shared build-env.

Rewrite Makefile to pass CI build-args per datasance/iofog flavor, use v1.0.0 for EdgeOps Console tags, and remove unused GitHub Packages npmrc.
Remove v1.1.0 migrations and v1.0.2 seeders for greenfield-only v3.8, and set system catalog publisher to Eclipse ioFog in v3.8.0 seed data.
Composite actions cannot use the vars context; workflows now forward repo variables as env inputs and the action reads env with repository fallbacks.
