Exactly what #48 asked for, clean deletion, no stray references anywhere else in the repo. Independently confirmed via grep across the codebase. Thanks for picking this up.

Deletes the
PR_DESCRIPTION.mdfile that was accidentally committed to the repo root in PR #23. The file's own first line stated it was meant to be pasted into the GitHub PR body, not committed.\n\nCloses #48
