Probably prefer input/output over read/write, this is the terminology we use in search.
Also, workflow languages (generally?) output data rather than overwriting data.

Description
This PR changes the documentation to better explain Dockstore's "category" feature. Specifically, it:
We need to create a new Discourse topic for the new "Categories" page. Per the instructions at bottom, will run the action to generate it after the PR is approved.
