Not approved: this foxtrot bump changes GLB/STEP tessellation behavior, which is a functional user-facing change rather than a small fixup, so human review is needed. Cursor Security Agent completed with no findings; Cursor Bugbot was not present. No reviewers were assigned.

This change bumps foxtrot to pick up diodeinc/foxtrot#25 (ENG-3787). Faceted STEP models with POLY_LOOP faces, such as the Diode registry's iges2facetstep output, now tessellate instead of being dropped from GLB export. On a 300-board corpus sample, only the board that contains such models changes.
