Adds the verified environment model and proves preservation for declaration headers, axioms, theorems, opaque declarations, and nonrecursive definitions.
Leaves explicit model-extension boundaries for primitive recognition, recursive and mutual definitions, and inductives. Quotient initialization remains vacuous until inductives are modeled.
