全局提示词普通 Markdown 全文加载已随 v10.0.181 发布，删除「暂未在正式版开放」的过时提示， 在对应章节加 v10.0.181+ 生效版本框与从旧版本升级的提醒，中英文同步。

The Prompt Center page still said plain Markdown loading for the global prompt was not yet released, although v10.0.181 ships it, as its changelog states. This PR updates the Chinese and English pages under the effective-version convention.

在「全局提示词使用普通 Markdown」一节开头加「生效版本：
v10.0.181+」。在该节末尾加「从旧版本升级」提醒：旧版本里写在
