Updated the old 2023 docker performance blog with regularly-updated numbers.

Rendered at https://pr-743.ddev-com-fork-previews.pages.dev/blog/docker-performance/

TODO:

  • Mention other peformance stats but explain why they're not comparable (amd64, tiny Windows machines, etc)
  • Change the URL to /blog/docker-performance/ so it can track into the future
  • Consider making data dynamic: no new ddev.com page for now, the post links to the live dashboard at https://ddev.github.io/ddev/perf/
  • Explain why it uses drupal web install (traditional test)
  • Compare to 7 minute install when ddev and Drupal8 were young
  • Note other perf tracking, including build time and the one that's done every build or every day

Looks good to me.

To be honest, I didn't read everything carefully and only the "Compared with the 2023 numbers" and "Summary" sections caught my attention, we're in good shape, so nice!

The nightly results live at the [DDEV performance history dashboard](https://ddev.github.io/ddev/perf/).

The easiest way to find it (and everything else the DDEV GitHub organization publishes) is to start at [github.com/ddev/ddev.github.io](https://github.com/ddev/ddev.github.io) and follow the "Performance History" link. That repo's README is the index of DDEV's GitHub Pages sites — bookmark it and you don't have to remember any of the other URLs.

## The Issue

The Docker performance post compared providers against each other but not against the 2023 hand-run results it replaces.

## How This PR Solves The Issue

Adds a section comparing the 2023 Drupal web install times with current nightly medians, with caveats on hardware, DDEV, Drupal, and PHP versions, and provider changes. Adds a note about how slow web installs used to be.

## Manual Testing Instructions

Review the preview at https://REPLACE_ME.pages.dev/blog/docker-performance-2026/

## Automated Testing Overview

No tests needed. Content change only, checked with prettier and textlint.

## Release/Deployment Notes

None.

## The Issue

The post lived at a year-stamped URL, but it is meant to track the nightly benchmark results into the future.

## How This PR Solves The Issue

Renames the post to docker-performance.md, points the 2022 and 2023 redirects at the new URL, and updates internal links to the post.

## Manual Testing Instructions

Open https://pr-743.ddev-com-fork-previews.pages.dev/blog/docker-performance/ and check that /blog/docker-performance-2023 redirects to it.

## Automated Testing Overview

No tests needed. Content and redirect change only.

## Release/Deployment Notes
