Add a Download section to the README with direct install links - #34

Conversation
Previously buried as one line inside the quickstart section, pointing at the generic releases page rather than a specific file. Promoted to its own section at the top, right after the intro, with a table of direct one-click links per platform using the stable-named artifacts release.yml already produces (Relay-Windows-Setup.exe, Relay-macOS.dmg, Relay-Linux.AppImage via releases/latest/download/...). These only resolve correctly once a non-prerelease tag exists, since GitHub's releases/latest only ever points at the newest non-prerelease release. Every release so far has been an rc (prerelease), so this would have 404'd until now.

Summary
Promoted the desktop-app download mention from one buried line in the quickstart section to its own "Download" section right after the intro, with a table of direct one-click links per platform using the stable-named artifacts release.yml already produces.
These only resolve correctly once a non-prerelease tag exists (
releases/latestonly ever points at the newest non-prerelease release). Every release so far has been an rc, so this would 404 until an actual v0.2.0 lands.
