Support .NET 11 Preview

Description

This updates .NET 11 support to run as a preview-only sidecar lane, while keeping the GA .NET 8/9/10 pipeline unchanged. It also addresses the net11 test-host startup failure (IDataConsumer TypeLoadException) without changing GA test stack behavior.

• GA lanes remain frozen

  • Main build/test/integration matrices continue to target net8.0;net9.0;net10.0.
  • .NET 10 remains the primary SDK for the main build/release flow.

• Dedicated .NET 11 preview sidecar lanes

  • Added separate unit-tests-net11 and integration-tests-net11 jobs in sdk_build.yml.
  • Net11-only behavior is scoped to those jobs (dotnet-quality: preview, DaprEnableNet11=true, global.json removal).

• Net11-only targeting and package resolution

  • Added conditional net11 targeting behind DaprEnableNet11 in src/, test/, and examples Directory.Build.props.
  • Added net11 preview package conditions for ASP.NET test packages.
  • Scoped Microsoft.Testing.Platform pin away from net11 to avoid the preview/runtime mismatch causing test-host type load failures.

• Compatibility updates for net11 compilation paths

  • Extended analyzer/generator test reference assembly handling for NET11_0.
  • Updated net11 framework mapping and conditional compilation guards where net10-only assumptions existed.
